Objet : un plan d’urgence pour le secteur des Arts et de la Culture.Excellence Monsieur le Président,J’ai suivi avec un grand intérêt votre discours à la Nation relatif à la grave crise du Coronavirus. Je vous remercie et vous félicite pour les mesures supplémentaires prises pour sauver la vie des Ivoiriens et de tous les habitants de notre cher pays.
Excellence, après l’interdiction des manifestations, la fermeture des bars et boîtes de nuit, ainsi que des salles de spectacles, des cinémas et des maquis, principales sources de revenus des artistes et acteurs culturels, c’est tout un secteur qui rentre en crise. Eu égard aux difficultés de tous ordres et à la pauvreté endémique de la grande majorité des artistes, il est à craindre les pires malheurs pour cette corporation déjà fragilisée par le piratage des oeuvres artistiques et l’étroitesse du marché culturel.
C’est dans ce contexte que je viens, Excellence Monsieur le Président, plaider auprès de vous pour la mise en place d’un véritable plan d’urgence pour sauver le secteur culturel et les artistes qui vont vivre un double calvaire pendant cette crise du COVID-19. Avec ce plan, une initiative nationale dénommée “Portail culturel de la Côte d’Ivoire” pourrait être mise en place pour permettre aux artistes de réaliser des productions digitales (concerts, spectacles, films, expositions, livres, etc.) à diffuser et commercialiser par le biais d’Internet.
Financer par l’État, cette plateforme aura le mérite de permettre aux artistes de continuer à exercer leurs métiers, à avoir des revenus substantiels, tout en offrant aux populations un large accès aux arts et à la culture. Excellence, les arts et la culture sont, vous le savez mieux que quiconque, des facteurs de résistance aux crises, ainsi que des moyens de ressourcement psychologique et moral non négligeables. Ils seront, j’en suis persuadé, un soutien de premier plan pour les Ivoiriens, dans cette période si particulière.
