La Coalition des jeunesses ivoiriennes pour la démocratie (Cojid), émanation des organisations de jeunesse de 24 partis de l’opposition, dénonce dans la déclaration ci-dessous dont copie est parvenue à Abidjan.net, la position de la Commission de l’Union africaine sur la nouvelle loi relative à la Commission électorale indépendante (Cei) promulguée par le président de la République, Alassane Ouattara.
DECLARATION DE LA COJID relative à la sortie de M. MAHAMAT FAKI, Pdt de la Commission de l’Union Africaine
Suite à la plainte de la société civile ivoirienne relative à la réforme de la Commission Electorale Indépendante (CEI), la Cour Africaine des Droits de l’Homme et des Peuples (CADHP) a fait injonction aux autorités ivoiriennes de procéder à une refonte totale de celle-ci à l’effet de garantir la paix et la stabilité du pays par des élections transparentes et apaisées en 2020.
Sur cette base, le gouvernement a engagé des discussions avec l’opposition et la société civile ; discussions inachevées eu égards à des désaccords constatés.
Alors que tout le monde s’attendait à la poursuite des discussions en vue d’aplanir les différends, le président Ouattara, contre toute attente procède à un passage en force en faisant voter une loi controversée par l’Assemblée Nationale et le Senat.
Naturellement, cette loi sans consensus est dénoncée et condamnée par l’ensemble des partis politiques de l’opposition et les organisations de la société civile.
Alors que l’on s’attendait à l’implication de la communauté internationale pour une facilitation entre gouvernement et opposition, nous avons été surpris par la sortie pour le moins cocasse de l’Union Africaine qui soutient le passage en force du président Ouattara et qui l’encourage à continuer sans en peser les risques manifestes sur la stabilité du pays. Et ce au mépris des recours portés devant l’institution judiciaire de cette organisation par l’opposition parlementaire aux fins d’annulation de cette loi controversée.
Réunie en sa session extraordinaire ce jeudi 22 août, la COJID, après analyse de la question :
Dénonce vigoureusement la sortie hasardeuse de la Commission de l’Union Africaine qui est de nature à aggraver les tensions et la méfiance entre les acteurs ;
Tient l’union africaine responsable d’éventuels troubles qu’une telle sortie pourrait engendrer en Côte d’ivoire ;
Condamne fermement cette tentative de passage en force du président Ouattara soutenue maladroitement par le président de la commission de l’Union Africaine ;
Appelle le gouvernement à reprendre sans délai le dialogue sur la commission électorale en vue de trouver modus vivendi.
La COJID entend programmer dans l’urgence des tournées de sensibilisation sur la question.
