Réconciliation, réforme de la CEI, révision de la constitution/ Ouattara Gnonzié (Rpp) met en garde le pouvoir: “Organiser des élections avec une CEI faite sur mesure serait un risque énorme”
Ouattara Gnonzié, président du Rassemblement pour la paix, le progrès et le partage (Rpp), a reçu ce samedi 17 août 2019 au siège de son parti à Abidjan, le prix d’’’Ambassadeur de la paix’’, une distinction attribuée par l’Ong ‘’Arche de la paix’’. A la cérémonie de remise de cette distinction, Ouattara Gnonzié a fait un tour d’horizon de la situation socio-politique mettant en garde le pouvoir sur l’ organisation des élections en 2020 avec une CEI faite sur mesure. Ci-dessous, le texte intégral de sa déclaration.
Mesdames et Messieurs
Je voudrais que vous m’autorisiez de prime abord à saluer tous ceux qui ont fait le déplacement de ce jour pour nous donner de leur chaleur amicale, fraternelle, ainsi que leurs encouragements. En ce qui concerne la substance même de cette cérémonie, le RPP, moi-même ainsi que tous les responsables et militants nous ne saurons jamais trouver la voie et la gratitude à même de vous traduire suffisamment notre reconnaissance.
Les initiatives que vous avez prises depuis quelques années de distinguer des organisations, des hommes, et des femmes dans les divers secteurs de la vie nationale est un acte et geste de grande portée qui n’a pas de prix. Ceux et celles qui ne comprennent pas le symbole et l’environnement actuel de la Côte d’Ivoire, peuvent trouver à redire. Ceux et celles qui estiment qu’une distinction n’a de valeur que lorsqu’elle est parachutée de l’extérieur avec son gros charriage financier, humain et communicationnelle sous-estiment à tort les initiatives endogènes.
Un prix nait, grandit, prend du poids et du volume et de l’envergure. Il gagne progressivement en réputation et en confiance par son sérieux, sa constance. Les deux organisations présentes ici ce matin me semblent emprunter la meilleure voie. Les initiatives que j’observe à distance depuis quelques années m’apparaissent comme des hommes et des femmes préoccupés par l’avenir de la Côte d’Ivoire notamment la Paix, la stabilité et la jeunesse. Or aujourd’hui toute organisation, quelles que soient sa taille, sa forme, ses moyens, qui fait de la paix, la stabilité et la jeunesse, le cœur de son combat mérite respect et considération.
Monsieur le Président de l’Organisation Panafricaine de la Jeunesse Francophone,
M. le Président de l’Arche de la Paix, je vous félicite et souhaite, à tous, beaucoup de succès et que grand nombre de nos compatriotes empruntent le chemin qui est le vôtre. Je le souhaite ardemment parce que notre pays a besoin, aujourd’hui, d’hommes et de femmes qui veulent la paix, et qui croient que la paix, la vraie paix, et la réconciliation véritable et sincère sont possibles en Côte d’Ivoire. Les tensions et les affrontements politiques, les crises post-électorales ne sont nullement une fatalité.
Elles prennent naissance dans l’esprit d’hommes et de femmes mus et convaincues par des raisons morbides qu’eux seuls peuvent justifier.
Il revient à la société d’interpeller ses pyromanes qui sont le plus souvent des hommes politiques avec à leur tête ceux qui ont en charge l’exercice du pouvoir.
Dans le cas de la Côte d’Ivoire, les exemples sont patents et crèvent les yeux. Qui ne se souvient de la mésaventure de la Commission Dialogue Vérité et Réconciliation (CDVR) mise en place au sortir de la crise post-électorale de 2011. Les résolutions déposées aux mains des mandants ont vite été enfermées dans des tiroirs. Or cette réconciliation nationale ne peut passer par pertes et profits. Elle est nécessaire. Elle est indispensable. Elle est obligatoire.
Parce que la réconciliation nationale est une des conditions sine qua none pour réussir et pacifier les perspectives électorale de 2020. Il est donc aisé de comprendre la forte inquiétude qui s’empare de nos compatriotes au fur et à mesure qu’approchent les échéances à venir.
Nos gouvernants, en plus d’avoir renoncé à la réconciliation nationale, font encore mieux ou pire, c’est selon, en posant des actes et en ouvrant des chantiers dont l’objet vise essentiellement à perturber le climat politique et la cohésion sociale.
On voit comment ces derniers temps, l’exécutif avec ses divers complicités, manœuvrent pour imposer une série de lois, d’ordonnances, de décisions bref en train de législation qui réduit les espaces de liberté et de démocratie dont l’objet n’est rien d’autre que d’affaiblir l’opposition en la privant de ses droits majeurs :
– La liberté d’expression
– Le droit de manifester
Notre gouvernement qui a précipité de façon précoce et prématuré le pays en campagne électorale, envahit tous les jours nos villes et campagnes avec des sacs et des caisses de billets d’argent. Ils multiplient les meetings sur l’ensemble du territoire. Cependant ils les acceptent très peu pour ceux qui font des discours et des sons discordants et contradictoires. Pire que les interdictions, on entend partout à l’intention des opposants, des menaces, des intimidations, des insultes, autant de choses et propos inacceptables, dans le monde d’aujourd’hui, même dans les pires dictatures.
La meilleure la plus achevée de cette illustration anti-démocratique s’est sans doute celle qui s’est produite il y a quelques jours à Toumodi où les acteurs se sont repartis les rôles comme des choristes dans un orchestre.

3) Propos du 3ème Acteur (sans doute le chef du groupe) :
La Côte d’Ivoire se porte bien… nous n’accepterons plus les discours de haine qui divisent les Ivoiriens. Nous serons intransigeants… (Propos suivis de coups de poings sur le pupitre).
Il est important d’indiquer que ce geste du poing sur la table, dans l’histoire de la Côte d’Ivoire, seul Houphouët-Boigny en a fait usage une seule fois. Mais il n’a pas tardé à en exprimer le regret et à demander les excuses du peuple. Je rappelle ces faits pour démontrer comment on prépare nos concitoyens à la haine, à la violence à l’affrontement en jetant à la vindicte populaire des citoyens jugés à l’avance.
Et on le sait aujourd’hui qu’il y’a des délits déjà fabriqués à l’avance prompts à ouvrir rapidement les portes des prisons pour les opposants qui osent jouir de leur droit d’expression, d’opinion et de manifestation. On ne conquiert pas le pouvoir d’Etat pour gouverner ou administrer des éclopés, des prisonniers ou des cimetières.
On accède au pouvoir pour offrir le bonheur, la prospérité, la paix et le bien être à ses concitoyens.
Pour tout dire, la Côte d’Ivoire politique, sociale, sécuritaire marche aujourd’hui sur la tête. Et sous notre sol on sent les mouvements d’une secousse tellurique dont le magma ne tardera certainement pas à faire jaillir ses fusions mortifères.

Pourtant notre constitution nous l’impose en son article 51, et la Cour Africaine des droits de l’Homme et Peuple saisie par la Société Civile nous l’exige.
Organiser des élections avec une telle structure faite sur mesure, sans contenue réelle, serait un risque énorme de la part de nos gouvernants.
Dans l’intérêt supérieur de la Côte d’Ivoire et du peuple ivoirien, le moins qu’on puisse demander à nos dirigeants, c’est de revenir à la table de négociation avec un dialogue inclusif afin d’aboutir de façon consensuelle à la réforme totale de la Commission Electorale Indépendante. En abordant les autres chapitres de la loi que sont : le fonctionnement de la CEI, les attributions de la CEI, l’organisation de la CEI
Pour ce qui est de la constitution : faut-il rappeler que celle-ci a déjà fait l’objet de modification à l’initiative du même Président de la République. Le peuple ne l’a pas suivi. De sorte que le taux de participation n’a guère dépassé les 20%. Revenir à la charge moins de deux (2) ans après pour de nouvelles modifications est une véritable provocation. Et pourtant c’est très souvent qu’on nous parle de stabilité et de paix en Côte d’Ivoire. On n’obtient pas la paix et la stabilité en tripatouillant tous les jours les textes de la République. Surtout la loi fondamentale.
Mesdames et Messieurs, telle est aujourd’hui la photographie du climat social, politique et sécuritaire de notre pays. Tous les voyants sont au rouge. Et ils sont visibles par tous les hommes de bonne foi. Au plan national comme international. Demain personne ne pourra dire je ne savais pas. Mesdames, Messieurs, merci encore pour votre présence.
